Toward the end of last month Ridgepine Property Management gave our Board 60-day notice of intent to cancel our Management Contract. Our board is now looking for a replacement management service. Candidates so far are Village Properties and Sunriver Lodge. Please contact our Board Chairman, Steve Peters, with your questions and comments.

It is my understanding Ridgepine added an Association at Broken Top to those that they manage. Rather than increase staff to meet this new workload, they elected to reduce the number of associations that they manage. We understand that not only was Wildflower II Association dropped, but also the Ranch Cabins Association. David Washburn, our property manager, stated that these two associations' contracts were cancelled because maintenance was such a challenge.

In past years, perhaps for several years, in an effort to keep our dues low we have underfunded our maintenance budget. Thus our Association Manager must handle recurring problems (like our deck/roof leaks) with too limited a budget. This forced him to defer some work, simply because funding is unavailable. Other times he applied a series of patches rather than a more expensive reconstruction. Those of us who are most aware of this problem are those whose roofs now have significant leaks, that we can't repair properly for lack of budget. The rest of us foresee the near future when we too will need maintenance, but will be deferred in favor of those with even more pressing need.

None of us wants to pay excessively high association dues, but neither do we want our property to fall into disrepair because funds are inadequate. In short, we need a cost-effective plan* for upkeep. To that end, I propose below a Mission and some supporting Goals for our Association for your consideration and comment.

A Proposed Mission Statement for Wildflower II Association

OUR MISSION

To protect and enhance the property values of Wildflower II Condos in a cost-effective manner.

Our Goals in support of that mission:

  • Have an approved schedule of dues that fully cover Maintenance and Capital Reserve Accounts.
  • Have an approved time-line for completing one-time repair of flat-roofs and concrete steps.
  • Have an approved time-line for replacing those items now nearing the end of their useful life.
  • Have a fully-funded Capital Reserves** Account

** A Capital Reserve Account is money set aside from periodic dues to pay for items whose useful life is greater than three years. It is distinct from a Maintenance Account, which is money that is budgeted for recurring annual expenses like landscape maintenance, snow removal and minor repairs.
